BID NOTICE The Snyder County Housing Authority will receive sealed bids for 1) General Construction and 2) Electrical Construction for its 2019-2023 Capital Fund Programs for Improvements at PA092- Shade View Apartments located in Middleburg, Pennsylvania. The General Construction work generally consists of Sidewalk Repair/Replacement, Replace Medicine Cabinets, Landscaping - Shrubbery, Mulch, Tree Trimming, Roof Installation, and Siding/Shutter Replacement. The Electrical Construction consists of Electrical Outlet&Lighting Replacement. All work shall be in strict accordance with the Drawings and Specifications as prepared by Michael L. Norris&Associates, Inc. This project is a Prevailing Wage project under Davis-Bacon Wage Rates and The Federal Labor Standards Provisions applicable to contracts covering federally financed and assisted construction shall apply. Bids will be received until 3:00 p.m. local time on August 20, 2024, at the Housing Authority Management Office, 106 Drake Court, Middleburg, PA 17842, at which time and place all bids will be publicly opened and read aloud. Bids received after the time fixed for opening will not be considered. Envelopes containing bids shall be sealed and clearly marked "Sealed Bid-Shade View Apartments" with the type of bid, "General Construction" or "Electrical Construction". Electronic Procurement and Contracting Documents can be obtained after July 15, 2024 by contacting the Professionals' office by phone: 814-867-3823 or by email: karenn@MLNAI.com. Documents will be provided to prime bidders only; only complete sets of documents will be issued. No fee will be charged for bid document files requested to be transferred electronically. A fee of $50 will be charged for bid documents requested to be mailed on a flash drive. Proposed Contract Documents may be examined at the offices of the Professional at 171 Technology Drive, Suite 300, Bellefonte, PA 16827. Bid Documents are made available only for the purpose of obtaining offers for this project. Their use does not grant a license for other purposes. Refer to other Bidding requirements described in: Document 00 21 13 - Instructions to Bidders. Submit your offer on the Bid Form provided in the Specifications Manual. A pre-bid conference will be held on Tuesday, July 30, 2024, at 10:00 am. at the Snyder County Housing Authority office, 106 Drake Court, Middleburg, PA 17842. Prospective bidders may inspect the site at that time. Each bid must be accompanied by a bid bond, certified check, or bank cashier's check payable to the Snyder County Housing Authority in the amount of five percent (5%) of the bid amount. The successful bidder will be required to furnish and pay for satisfactory Performance and Labor and Material Payment Bond, each in an amount equal to one hundred percent (100%) of the contract price. Surety must be listed on the current U.S. Treasury Circular No. 570. A one-year Maintenance Bond will also be required from the successful bidder. Costs for all bonds is the responsibility of the contractor and shall be included as part of the submitted Base Bid. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin or age. In addition, the Contract will be under the requirements of Executive Order #11625 relative to new goals and timetables and Section III of the Housing and Urban Development Act of 1968 and where applicable. The Snyder County Housing Authority solicits and encourages Minority Business Enterprise (MBE) participation. MBE's will be afforded full consideration of their responses and will not be subjected to discrimination. Bidders will be required to comply with the Authority's MBE Program Goal requirements where applicable. The Snyder County Housing Authority reserves the right to accept or reject any or all Bids or to waive any informalities in the bidding.
