Sealed bids will be received by the Owner no later than 10:00 A.M. on Wednesday, August 28, 2024. Bids received after the stated time will not be accepted. Bids will then be publicly opened at the building address immediately afterwards and read aloud. Contractors are invited to attend this public bid opening. Sealed bids shall be mailed or hand-delivered to the Owner's representative: Mr. Aidan McDonald - Facilities Manager DRIVE 418 Railroad Street, Suite 101 Danville, PA 17821 No electronic or faxed bids will be accepted. Sealed envelopes shall be clearly titled "SEALED BID FOR PHASE II: PARTIAL LOW-SLOPE EPDM RE-ROOFING OF ROOF A, DRIVE, DANVILLE, PA". Envelope must also be stamped "DO NOT OPEN PRIOR TO 10:00 A.M. WEDNESDAY, AUGUST 28, 2024". Bid documents will be available as of Wednesday, July 24, 2024. Bid documents will be available by contacting the Owner's Roof Consultant. Bid documents will be provided at no charge, via e-mail, in PDF format. Hard copies of bid documents will not be distributed by the Owner's Roof Consultant. The Owner reserves the right to reject any and all bids and to waive informalities in the bidding. Bids may be held by the Owner for a period not to exceed thirty (30) days from the date of the opening and all bids must remain firm during this period. A Bid Bond in the amount of 5% of the Base Bid price must be submitted with the Contractor's Bid made payable to DRIVE, along with the included Non-Collusion Affidavit and Contractor's Qualification Statement. The successful bidder will be required to furnish 100% Performance&Labor&Materials Payment bonds to the Owner prior to beginning work. This project must also comply with current Federal Davis-Bacon Wage Rates for Montour County, Pennsylvania. A copy of this project's Davis-Bacon wage rates is included in the Bid Package. There will be a mandatory on-site pre-bid meeting held at 10:00 A.M. on Wednesday, August 14, 2024. Bidders will meet at the front of the building and be escorted inside to review the bid documents. Upon completion of the bid document review, bidders will be escorted to the roof to perform a visual roof inspection of the re-roof area. Additional site visits may be arranged, by appointment only, by contacting Mr. McDonald at 570-284-4296. Roof shall be accessed via interior wall-mounted ladder and roof hatch from an adjacent roof. All re-roofing work shall commence within approximately fourteen (14) calendar days after contract award, weather permitting. Final completion shall be achieved no later than sixty (60) calendar days from project commencement. Failure to complete the work within the specified timeline will result in liquidated damaged being accessed in the amount of $500.00 per calendar day beyond the sixty (60) calendar day completion timeline specified.
